Can they be fixed? The scroll bars are all cut in half, it doesn't look great and is a functional problem with touchscreen monitors.

In your Control Panel:
Look & Feel >> Layout & Features >> Major Components >> Look & Feel
Change from Nimbus to one of the other choices.
